2, chose the Lasso Tool from your Tool Box
3, select the area you want to fix by Move your mouse point to the area, Click, Hold, Drawing. Make the section closed. If you want the area to be very precise, prss Alt key on your keyboard while Clicking along the edge of the area you want to select.
4, when you are satisfied with the selection area, choose Select from the top menu, click on Feather, which is a good function allowing you make your section has a feather edge.
5, try to use different numbers. The bigger number, the feather area for the selection area edge will be in feature. You may have to change this value later according to your file size.
Then, you can do one of the following to fix your image:
a, chosing Image/Adjust/Brightness_Contrast, try to use different value to bright your image, click OK when you like the result.
b,Using Dodge tool in your tool box, choose the right Brush Size, Exposure level and Range, bright your image little by little.
You may also want to combine these two ways. "a" for brighting the whole image(selected area); then use "b" for a certain area, for example. you may want add the eyes a little bit.
