1、减少难民批准数目，这个数字纯粹是为国际社会做贡献，来的人多半不是教育程度不高，就是社会垃圾。
2、加强经济类移民，包括提高投资移民，那些能为加拿大带来潜在商业和就业机会的人应该最受欢迎，谁都喜欢有钱人移民到自己国家。其次是高技能和特殊才能的移民。
3、保持或微增加现有家庭类移民数量。让父母移民的等级同夫妻子女移民，但要求担保人有更好的财力证明。如果现在挤压案子过多，就减少新容许申请的数量甚至停止接受直到现有的处理完为止。
